The Small and Medium Business Development Agency of the Republic of Azerbaijan (KOBIA) was established in 2017 to support and promote the development of small and medium-sized enterprises (SMEs) in Azerbaijan. The agency operates under the Ministry of Economy and provides a range of services aimed at enhancing the competitiveness of SMEs, improving access to financial resources, and fostering a favorable business environment. KOBIA also plays a key role in coordinating public and private sector initiatives to drive economic growth and attract investments, both domestic and foreign.
